The tooltip does show the name. By default, a swatch is named after its CMYK or RGB code.
Double-click on it, name it something else, and that name will be shown.

Oh, maybe it wasn't so in the old versions. the reference book that I have is old. it shows the tips with the classic names: night blue, red carmezin, etc

It's been that way at least as far back as CS5.
They may have been using a document profile or a swatch library in which those swatches were named.
