Hi there,
Sorry to hear about this. I tried but could not reproduce this issue at my end. Could you please confirm if the same thing is happening with other files as well?
Also, please make sure that guides are not locked(Press Alt + Ctrl + ; /Option + Command + ; and then try again).
Regards,
Srishti

I create other new project, and create new curve guides and problem don't disappear.
Only one thing help me when i do my project. I choose guide when zoom 600%. > copy > change name guide > +++ ZOOM to need size > choose guide in the layers table > Use Gradiend "Type : Linear or Radial" > and then i can move this guide .
It takes more time .

As a workaround you could try this free isometric tool, instead of using guides
https://rj-graffix.com/isometric-line-tool-cc/
Adds an isomeric line tool , and isometric mover tool

In this scenario, I would suggest you try resetting preferences for Illustrator: How to set preferences in Illustrator and let us know if that helps.
Please note: Resetting preferences will remove all the custom settings and Illustrator will launch with default settings. You can also take a backup of the folders in case you want to. Location is mentioned in the article.
