Did I find 830 additional pantone values for solid coated?

I can't find the answer for this anywhere. 

I wanted to learn how color books worked and to build my own so I started with the Pantone solid coated library. The end result was 3,220 colors.* Every color was validated, for it's existence, with pantone's own website using a URL pattern. 

Pantone's website states: 
"Includes 2,390 total Colors with the largest gamut in the Pantone Graphics System." after adding "224 new colors"[sic] source

V4 on github has 2140 colors, which I believe is the only book out right now. (I decoded the acb file to get the 2140 count.)

If Pantone states there are 2,390 colors available then
1.) where did the extra 830 colors come from, out of the 3220 that I validated? 
2.) What color book version are we on? 4? 5? 

The ones that aren't found in other books are in the 9,000 and 10,000 range, which would probably mean they are new colors.
To add:

  • How long does it take to release a color?
  • Are they artificially delayed updates? 
  • If their last release only included 224 new colors wouldn't that mean the 830 extra colors cover the next 3.5 color book updates?
