How to disable recovery mode on illustrator without opening the program. My illustrator doesn't launch due to ram issue trying to recovery files

You could try and reset the preferences when launching by holding down cmd+opt+Shift resp Ctrl+Alt+Shift

Or you could try and empty the recovery folders.
