Impossible to tell just by looking at a screenshot. It very well could have been done in any of several raster- or vector-based programs. Don't assume everything you see is either Illustrator or Photoshop. Something just like that image could, for example, be done in Illustrator using gradient mesh; but also could be done in Xara Designer Pro using its extraordinarily fast on-the-fly feathering and transparency effects.

I agree with Monika. But that said, I believe a very skilled artist working in Illustrator could created this, Illustrator or Photoshop or both in concert. It would all depend on the skill level of the artist and his/her's competence with the software. Illustrator and/or Photoshop are quit capable of producing detail this fine and there are many examples of such art. These would have to be commissioned works due to the time involved and expensive at that.

No. Sorry, but I doubt it was made with the computer at all. My guess is it was done by hand by an illustrator using brushes and an airbrush.
