Does a bad internet connection cause Illustrator (and oth Adobe Cloud Apps) to run slowly?

When I'm working at home, my internet connetion is fine, and Illustrator's file managing (opening the app, opening, working, and saving files) works at a decent speed. Recently I've been working from another location with a very slow internet speed. Illustrator, InDesign and Photoshop are all working at about a quarter of the normal speed. In some instances, Illustrator and InDesign in partilular have difficuly even opening, let alone working and saving.

Has anyone else had this problem? How do I fix this problem?
