does cc sync discontinuance stop computer 2 from showing changes to files saved on my computer 1

I always choose "save on my computer", yet changes made on computer 1 were always reflected in the files on computer 2 and showed a green arrow while updating. Sometimes I had to start this process using a sync option, although my files were not saved to the cloud. I never chose "save to creative cloud", and the "save on my computer" files never showed up in my cc libraries or when I clicked My Files in the Creative Cloud in my browser. I assume this means updating on a second computer will still work between computers even though cc sync has been discontinued. Yet I cannot find the option to sync. How do I get computer 2 to reflect changes made to files saved on my computer 1?

I suppose you are talking about files that are saved locally in a folder named Creative Cloud Files and synched to the Creative Cloud. They can (or soon could) be seen on the web at: 

https://assets.adobe.com/files

This is supposed to disappear the coming days, because file syncing will stop, but the content will still be there in a folder on your machine. Changes you make to these files will not be visible anymore on your other machine.

These files never showed up in my assets.adobe.com/cloud-documents, see the screenshot, but they always still updated on my second computer. I could not find them in the cloud files at all, only when I accidentally chosen the save to cloud option did those few files show up in the cloud (screenshot). If they passed through the cloud, why have they never shown up in my cloud files? How would anyone be able to function if there were no updates between computers?

That is correct these are Cloud documents that you see there.

Check:

https://assets.adobe.com/files

If there is nothing there, you are probably using some other file synching service.

But I see in your screendump that you are using the local Creative Cloud Files folder, the conten can be seen on your other machine, but that will stop soon.
