Does Vector image degrade when scaled to larger size? Why? Can I avoid this?

Help, I purchased a "vector" background. When I scale it up it appears jagged. Why? I need to use it on a 8ft banner

If it is a natively vector file, the image will not degrade with size.

Do you perhaps have Pixel Preview on? If the image is a vector image, it will scale smoothly. However, if you have pixel preview on and scale, perhpas it just doesn't look that way.

What is the file format of the file you downloaded? Is it an .ai file?
