It's exactly as the subject says. 90% of the swatches in my CC library have this same behavior.
I want to edit the swatch in my CC library, so I double click on it in the Libraries panel.
No color well pop up opens, but when I look at my Colors panel, there's a brand new magenta swatch.
If I double click the swatch again, same thing happens.
Anybody else noticing this behavior? It's one more straw breaking this camel's back.

The problem was reported since 2017. spot as well as global colors have this problem:

This is so maddening. What are their developers doing all day long? Why would we ever care about the new features at Adobe MAX when they are so bad at cleaning up their current releases?

It puzzles me too why this has not been fixed after all these years.
Global colors, gradients and pattern swatches and brushes are not supported in CC libraries.
But as a workaround you can drag an object filled with a pattern/gradient/global color to the CC Library.
You can also drag multiple items filled with different patterns/gradients/global colors together into a CC library to simulate a library.
The easiest way to add them to a new document is to hold down the Alt key when you drag them from the library and place them in a new document. The patterns/gradients/global colors automatically get added to your swatches panel.
You can hit escape before you click to place the object(s) or delete the dragged library items because the swatches are now part of the document.

Always curious to see how others are experimenting issues as I try to stay ahead of these while teaching. In classes, we have our 'BYOD' to school, some are Macs, and othes are PCs. I am on a MAC, and I tried the exact same thing as @Pavementi explained it, and I can't replicate the issue. I am using v28.6 ....but, I just see another update on CC dashboard. @Pavementi are you a PC user?

@creative explorer Create a Global Swatch color and add it to a CC library.
Create a new document and double click the Swatch in the CC library.
Repeatable bug, every time since the beginning of time...

@Ton Frederiks i had to try this a few different times just to get that double-copy. I had to make sure I had nothing selected it. Originally, I had a gepmetric shape selected with fill, which it didn't make the double-copy magneta! Good to know about the weird glitch!

Colors in CC libraries are unreliable, they are not color managed and behave unpredictable unless they are added as part of an object. CC libraries are unfortunately a half baked feature, which is sad because it could have been a good way to have consistency between projects.
