Duplicating Artboards also duplicates locked objects in CC2018

In Illustrator CC 2015 I could duplicate Art Boards with objects (Move/Copy Artwork with Artboard is active). If I didn't want certain objects to be duplicated I could simply lock the layer. Illustrator would only duplicate the objects that were on a unlocked layer. Great feature!

Now in CC2018 all objects will duplicate when duplicating an Art Board even if a layer is locked. Not so great.

Anyone else has this problem?
