Since Adobe's CC platform, I actually dread major updates because they seem to wipe my user preferences forgetting all my shortcuts and forcing me behavioural changes each and single updates. The latest was the disappearance of Illustrator knife tool from my tool set. Little did I know that the knife tool is under advanced tool section, and that I needed to switch to my tool to advanced mode in order to use the knife tool. There may have been other nifty Adobe ways to access it, but I just simply don't have time to relearn all that stuff.
Adobe, let's imagine this in our analogue world,
I as a practicing artist / tenant often fighting and trying to meet client deadlines, one day walk into my studio and notice all my setup (brushes, canvas, paints etc arrangements) had been rearranged by you, the studio landlord. You broke into my studio and did all that like some heartless landlords might do these days even though I pay my rent in full and on time each month. Perhaps because you fancied your studio building renovation so you can jack up the rent for new comers.
I hope you can understand how annoying this is to me? The least you can do is to leave my stuff alone and keep my user preference in tact. To be honest I think you are asking for users' behavioural changes way too often with your products.

When you update, is the CC app set to keep settings from previous versions?

That option should be selected by default. I shouldn‘t be imposed to actively turn if off. Think about it. I as a user would spend quite a bit of time to set up my tool preferences. Why do they change it without my consent?

Agreed Kenomine,
I found a while ago that doing the opposite of what seemed logical regarding that check box did preserve my old settings.
I hope that nasty bug has been resolved by now.

Doug, whoever you are, can I have some form of assurance that’s the case? So many fellow adobe users have complained as I have in the past about this issue.

Nobody took away your tools.
All you need to do is open Window > Tools > Advanced and there you go.
Importing your old settings when updating has no influence on the fact that Illustrator shows the reduced toolbar by default. It's a new feature that you can configure the toolbar and someone has decided to put that into your face after the update. Otherwise some people might never get to know that that feature even exists.
How to work with tools in Illustrator
On the forum we are 95% not Adobe staff. We are users just as you are and try to help in our spare time.
If you come across someone who is labelled "STAFF" then they are staff.

Is it perhaps to do with workspaces then? I never saw the Basic toolbar.
(Changing to Essentials doesn't seem to affect the toolbar though.)

Toolbars are linked to workspaces. Maybe you're using the workspace that still has the control panel. That one also has the Advanced toolbar.

Toolbars are linked to workspaces. Maybe you're using the workspace that still has the control panel. That one also has the Advanced toolbar.
That's what I would have thought, but changing to Essentials doesn't switch to the basic toolbar.

Monika, you seemed to have missed my point. Why should I as a user who's experienced, and have taken considerable amount of time to adjust my tool setting now have to take time to look up online, visit FAQ, look for an answer and find out what has changed? where my tools went? My shortcut no longer working?
Adobe has take into account that some users do not care about reconfigured workspace because they've yet again introduced more cognitive load (i.e. new tools). Monika, maybe just maybe I really honestly don't care or need about the basic / advance tool setting. I just want my tools intact and not hidden away (this is important Monika, you seem to imply that Adobe had taken away my tools, which is incorrect).

And in order to release the load they have introduced the ability to configure your tool panel.
After an update you have to at least read something. The page about the new features (just one page). When buying a new hardware tool you also have to read the manual. You buy a new TV and you have to read something. Otherwise you won't know how to even turn it on. You simply can't expect to be able to use every new tool without first getting information about it.
Also when updating you always have to read what's written on the screen. But as Doug already mentioned the default is to migrate your preferences.
And about the shortcuts: please tell us exactly which one doesn't work anymore.

Did I need to read manuals when I used Apple products for the first time? Never.
Did I need a manual to turn it on? Never
Do they change / wipe my configurations on every OS updates? Mostly no.

I can't give you any assurance outside of my personal experiences. This is the option you should see when updating from one major version to the next (i installed an older version of InCopy as an example; I left the options checked as they appeared):
