error 213:5

I am getting the error about licensing 213:5 while opening the illustrator  on windows 7  on one of my user's computer i have tried restarting the machine also i tried uninstalling and installing it back again. It works on my pc on windows 10.

Just to check—you do have Service Pack 1, also? Windows 7 is the bottom-end of the system requirements, so it would be wise to look at upgrading if possible.
