Hi Shihab,

Sorry to hear about your experience. Would you mind sharing version of the Os & Illustrator? Error 16 is related to the permission issues within the user profile mostly. In addition to the help article shared by Jacob, you may try the Creative Cloud Cleaner Tool as well to remove the existing installation and reinstall the app. Hope it helps.
