Export for screens pdf preset - Security

Is it possible to create an Adobe PDF preset with security (aka a required password to edit) on Export for Screens? I see security as an option if you use Save As, but it is not available when you go to edit or make any new PDF presets.

I want to create a PDF preset that assigns the same password on every export to keep someone from editing PDFs., not from opening them. I have tried both Indesign and Illustrator, but both only show the security option on the save as or export dialog box, and you have to set it each time. Just wondering if I am missing something. (using Adobe CC 2023 and my products are up to date as of today on Mac OS Monterrey)
