Export to SVG creates a blank file less than 1kb

Running illustrator 22.1 on MacOSX 10.11.6 and cannot export to svg.  The export assets window looks like it will export everything correctly, but it just creates blank files all around 300-500 bytes in size.

Restarting the machine and resetting preferences, using the method in this post, does not resolve the issue. How to set preferences in Illustrator.

Any ideas on where to start debugging this or is there anyone I can send the file to check if it's a local machine issue rather than illustrator?

Without knowing anything about the contents and structure of the file as well as exact export settings nobody can tell you much. show us a screenshot.
