How to draw translucent fairy wings based on another image?

You will need to work with transparent objects on a dark background.

You could try out bristle brushes and reduce their opacity. You could also try if applying a blend mode like Screen or Lighter might help.

Just draw some accents of shapes, that might overlap partly.

I also suggest to use Blend modes.May be blending also can be helpful if you set only 2-3 objects
