File keeps exporting to CMYK instead of RGB

For some reason when I use Export to screen all the files come out in CMYK instead of RGB when checking in Photoshop. My document color mode is RGB, all the images are rgb and I've set convert to working space.

They export fine to RGB when I choose Export As.

Any idea why this is?

That is something new.

There were complaints that you could not change the CMYK export for screens to RGB when the Document Color Mode was CMYK.

I have not seen (and I am not able to reproduce it) that the export becomes CMYK when the Document Color Mode is RGB.
