flickering/circling cursor in Illustrator

Hello,
I'm using Windows 10,on Acer Aspire E 15 and when I open Illustrator the mouse cursor starts flickering and circling . Due to this I'm not able to open any tabs,menues or write.I have already turned off the Windows Error Reporing  and Problems Report and Solutions from the System configuration but this didn't help....
Any suggestions ?

That Youtube video advises people to download something made by someone from somewhere. Would you really trust anyone and install files into your system? Then I would ask why you run a virus protection?

Ivann, any updates? I've been experiencing this and am unable to resolve or find a fix. sometimes it works, sometimes it doesn't. HELP!
