Newly installed system and adobe (sic!)
The cursor flickers again.
Now I read that the blinking cursor causes photoshop.
I turn off photoshop the cursor stops blinking.
I read the forums and see that the problem has been going on for years.
Could the Adobe, which is cashing in big bucks for its software, finally take care of the problem?

We understand how frustrating it can be to encounter technical issues while working in Illustrator. Would you mind trying to run Illustrator under Safe Mode (Windows / macOS) and checking if it helps?
Also, try running Illustrator under a different administrator account (Windows / macOS) and share your observations.

Nope, it's not resolved.
But I noticed that the problem comes and goes. It is not permanent.
Now I have a lot of work for two programs so I will check.
One thing I can say for sure - it is not related to the version of the system, or to the version of the illustrator.
Two different systems, two different illustrators.
(I'm lost, I don't know why we have two topics on the same subject, The inability to delete posts doesn't help...)
