Font /type kerning and tracking issues from illustrator file export to pdf

Hi, hope someone can help me on this matter.

 

Working with packaging in Illustrator we setup the values on kerning and tracking to "0" no auto, no optical, however when opening the file in pdf for revision this values are not "0" any more and is giving us issues with the goverment compliance. Issue is not font related as it is a very standard font used no special characters, also when opening we package and fonts are available for the revisions.

 

We are using Adobe illustrator CC 2018, 2019 and Adobe Acrobat Pro DC

Does anyone know how to solve this issue "Illustrator export to pdf preserving every single setup from of font kerning and tracking?

Does it also happen when you open the Illustrator version of the file, or the PDF version that was saved with Illustrator editing capabilities?
