Free Transform Tool in Actions - Illustrator

I try to make an action but when I run the actions command it pause at Free transform Tool and I have to edit this number by myself.  So I just wonder can I custom this number of free tranform in actions?

This is the transform effect, not the free transform tool.

 

Can you save it as a graphic style and then apply it?
