GRAPHIC DESIGN - EFFECT

Hi,

Wondering if anyone can advise how I might achieve this heart border effect and the mottled background effect too if possible. I've tried numerous effects from both the illustrator and photoshop effects panel and none come close. working in Illustrator 2023. Thanks

The text is a simple Roughen Edges and the faux paper is just multiple layers of Fractal Noise combined with a normal noise and it's all Photoshop. Not sure what you're having difficulties with.

I'm having difficulty with exactly what I said (As above). You're obviously an expert, I'm NOT so I asked the question. It's really that simple.

Do you need this as pure vector graphic? Or would pixel effects be acceptable?

Could you perhaps show us those results that are not acceptable? So we know what not to propose. Thank you.
