Help with keyboard shortcuts on Windows

I'm a newbe.. 

Complicated controls work... like: Alt-Shift-Control-K bringd up keyboard shortcuts.

But: Shift-A to bring up the direct selection tool or Shift-V to select the Selection tool don't work ??

I tried booting in Safe mode and only ruinning AI. Same issue.   I have don't have much else installed on this system that could steal shortcuts.   In the paste, I found NVidia stole my Visual Studio F12 shortcuts but a simple Shift-A or Shift-V ???   If anyone as any pointer, it would be much appreciated.

 

Running Illusatrator 25.0.1 on a 64 bit Windows 10.

Modifier keys can get stolen by a multitude of apps, drivers and whatnot.

Nothing.  Nothing happens when I press "A" or "V".  No other apps. Nothing.

This is a new PC (just reinstralled Windows on a fresh drive).  Microsft Office Suite, Visual Studio, EverNote, and Abode suite.  That's it.  This is a work-computer.
