Help with template/layout

Hello, I'm new to Illustrator.

I want to create a record sleeve and have this template.

How do I implement it into Illustrator, getting the dimensions acurate etc?

The center holes aren't necessary as it's going to be full cover art, only the sleeve and spine.

Create  new document in Illustrator.

File > Place

Select file.

I followed those instructions but I'm none the wiser.

Is this something that can be easily learned or do I have to pay a professional?

Do you mean you couldn't place the template, or that isn't what you wanted to do, or something else?

What format is this template?
