You'll need to duplicate your layers a few times before you begin.

Lock and hide the duplicate layer. You will work on the original layer using these steps below;

1) Select all of the rectangles, then go to Object menu, select "compound paths", then "make".

2) Select your ocean image and make sure it is sent to the back. Keeping the image selected, now also select your rectangle compound path that you just made. Go to Object menu, select "clipping masks", then "make".

3) Lock this layer

Now go to the duplicate layer and make sure it is turned on and unlocked. We are going to use the shapebuilder tool. Do the following steps;

1)  Select all of your art, select the shape builder tool and then click on each shape area that should get the 75% white appearance.

2) Now using your selection tool, select the shapes you just made and group them together. Assign a fill of white with 75% opacity. Now copy only the 75% white filled shapes.

3) Turn off this layer.

4) Next, turn on and unlock your original art layer and perform a paste in front.

5) Send them backward if you want them beneath the black outlines of your art.
