Could somebody please help me, this has been driving me out of my mind! I don't understand why this is happening to me when I hold down either SHIFT or ALT! How can I fix this? I have attached a screen recording below!

You are using the shift key and smart guides are turned on. Those two don't cooperate well. On top of that it looks like your graphic card doesn't like all this too much either. So I would either turn off Smart guides for this or don't press shift (the smart guides take care of that) - watch out for the cross in the shape which tells you when it's a circle.
