I saw on Reddit that a guy achieved this amazing illustration, but i'm curious how can I replicate this to my idea? like how is it possible to achieve that feeling?
Yes, it can be done in Illustrator.
As already mentioned, obviously the Grain effect is used in your sample image. The effect is located in the Effect menu. Just draw some filled paths, apply the Grain effect and play a bit with it and its settings. You will see that it gets close to what you want to achieve as per your sample image.
You may also fill your shapes with gradients and use some gaussian blur or feather effect and the like. Also, various opacity settings and blending modes may he

Some raster effects are used there (probably "Grain" or something similar).
But exactly what is your "idea"? Can you show something?

Like if you think the drawing of the cloud was made on Procreate for example? or do you think that is achievable on Illustrator?

My idea is to make a illustration inspired by UP, and i want to have a drawing style just like how appears here, but i'm not sure if that kind of stuff can be done on Illustrator
