    Reminds me of this Graphic River Action for Photoshop or a similar Geometric Art Photoshop Action.

    I have not tried it, but saw it when i was looking at low poly tutorials on Youtube

    That is no effect.

    You basically draw a set of polygons ald fill them with greyscale colors.

    Then draw another set of polygons and stroke them black.

    The polygon drawing is easier when you use the line tool and turn on Smart guides.

    The filling gets easier when you use the live paint tool for it.
