How do I animate my illustrations?

Hi, I would like to know how I could make my illustrations like in the video below? I already know how to draw the cartoons but I don't know how to make them move. Thanks in advance.

you can do a simple animation it Illustrator but I will do it either in Photoshop or in After Effect will be much easier!!!

Other option, animate in Animate CC

Build assets in Illustrator, and File>Export>Export As...
