You can create it 1:1 scale. Have you tried?

It doesn't allow me to go above 577.8cm im using illustrator CS6,

A large document format was introduced in the 2020 version of Illustrator; 577 cm is the maximum dimension that can be created in previous versions (like CS6).
You will need to work at scale in that case. 1:2 would mean creating a document 300 x 187.5 cm.
Set your bleed to 50% of your required specification.
Use document raster effects and image PPI double those of your specification. For example, if your specification calls for 72 PPI, set raster effects to 144 PPI and ensure all placed images have a relative PPI of 144 or greater.
Ensure your exported PDF is labelled as 1:2 scale and communicate directly with your print provider to ensure it is scaled up correctly in their print software.
