How do I place an object inside of another object?

I made a city in adobe illustrator. I want to place people inside of windows in the city buildings. I used the shape builder tool to cut out the insides of the windows. I dropped my people into my creation but when I try to place the people inside the windows, they are on top of the windows instead. When I try to arrange the people behind the windows by changing the layering order, nothing changes.

 

How can i place my people under or behind the windows, so that their bodies are cut off, and it appears as though they are standing inside the windows as opposed to on top of the windows where everything is visible?

Put the person in front of the window and cut it.

Select the window.

At the bottom of your Toolbar select the icon for Draw Inside.

Choose Edit > Paste in Place.

Select the Draw Normal icon (Shift D)

Repeat for other windows.

If you created windows with the Shape Builder tool, you may need to expand them.
After expand, put people with Draw Inside mode, as Ton says.
