How I make my logo a "shooting star" look...

Hey guys, im trying to keep logo at a minimum, but how do i add on the feature look of say with lack of better terms "a shooting start" look....  I want to have my semi circular logo on the right side of the right side of Home page, then on the left, I want to try and maybe so a shooting start look thats connected to my logo, but not necessarily the look of my logo; just a few lines of it flying through...I have that part of the website set as black how I want it, so the regular "wht xmas lights"look, would be awesome!  see attachment file!
