First and foremost, your application language should be changed from the creative cloud app 

Set the language to : English arabic support 

(Englishيدعم اللغة العربية)


You need to reinstall Illustrator from the creative cloud app after changing this setting

You can type in, and mix between, Arabic, Hebrew, English, and other languages.
