How to change Y Axis Value on Stacked Column Graph

I am using Illustrator to create a stacked column graph (this is my first time). I want the Y-Axis to go up to 175,000,000 but can't figure out how to change it. Everything I have read tells me to change the Value Axis but that doesn't seem to work. I don't understand why the Value Axis Max is 2,147,483. Can anyone help?
