EMB files are specific to, and need to be defined by an embrodery program. You don't need a converter. Most embroidery programs will import SVG, EMF, WMF and possibly EPS formats. Just save your Illustrator file as one of these formats. SVG is the most common with vendors these days, but if you save a EPS, make sure it's an older fomat (say v10 or earlier).

In any case, your vendor will know what they need from you. Ask them.

Never used an emb, so some guessing here that might help.

To what other formats can you save your emb file? Maybe one of them will open in Illustrator.

Like, for instance, if you can save your emb to PDF that would open in Illustrator. You may bit be able to do anything with it in Illustrator, but it would open.

Based on a quick search, the best you can hope for is find an embroidery program (that can open the .EMB file) that can export as either EPS or SVG. Based on what I found, not many do. Other than that, I found no evidence of any conversion utility, and no program that can import them... certainly not Illustrator.

Maybe go visit an embroidery shop and see if they could do it for you?
