How to create an expanded outline around an object?

I have a line drawing (PNG) I want to cut out on a laser printer with a small margin between the cut and the drawing.  Is there an easy way (as opposed to completely manual) to create an outline of the drawing, but expanded by some set amount?

Create paths in PS* and export to Illy, then edit there.

* Select non-contiguous with Magic wand, invert selection, make path, export path...

You could make a copy in the same position, then use Image Trace (in Black and White), set "Ignore White", make it really smooth. Then expand, delete what you don't need and also Object > Path > Offset Path
