How to create halftone effect in Illustrator

It was done in Illustrator, but not sure with the use of a plug-in or just CC existing tools...

You can create this effet in Illustrator by using the Halftone effect or the Phantasm plug-in by Astute Graphics.

Ai Effect, Pixelate, Color Halftone: You have to have a variety of luminace values, it looks like a value of 45 in each channel and you can play around with the Max Radius. Once you expand the effect you can change the color of your artwork.
