How to disable F9 shortcut from unlocking all my layers but one

Is there a way to disable the F9 shortcut from unlocking all of my layers except for one of them. I have F9 set to be a shortcut for something else, but every time I hit F9, it does the shortcut I set it for but it also unlocks all of my layers and locks one of them. I can't find anywhere to shut off the default shortcut of unlocking the layers. Does anyone know how to do this? It's really frustrating when I have certain layers locked but then F9 unlocks all of them when I don't want it to.
