Don't save it as EPS. Save it as AI with PDF compatibility. Then place into InDesign. Make sure in the import options that background is transparent. Then transparency will be preserved.

Looks like a Brush stroke was used, maybe from the Artistic_ChalkCharcoalPensil set.

You can also drag these single strokes one by one to a CC library and in InDesign drag them on your page.
