How to place with layers and vector data intact?

Is there a way to use the place feature to insert a .ai file with both layers and vector data intact? I realize this can be done through copy and pasting, but is there a way to do this without having to first open the other file in Illustrator?

Drag and drop with layers from a CC library used to work in CC 2017, but that functionality was lost in later versions. Please vote here:
