How to pucker and bloat an oval and without distorting the bloats

Apologies, I'm not sure I know precisely how to explain what I mean so I'm hoping my photos will help.

 

I would like to either bloat an oval (and/or make a starburst so I can round the points) that looks like the middle and right hand ovals in pic one. The 'bloats' are all uniform whereas when I am bloating an oval the 'bloats' are not uniform, my oval is the purple one, you can see it looks stretched and this isn't what I want.

 

Can anyone help me with this please, thanks so much?
