How to save any .ai image in jpeg or base64 after opening in adobe ilustrator & put comments inimage

How to save any .ai image in jpeg or base64 after opening in adobe ilustrator & also can add some comments as layer.

In simple words :

1. open any .ai image in adobe illustrator.

2. Put some text comments on image and add cooments as a layer apart from image layer.

3. Save this final image into jpeg/base64 format.

 

Note : i am trying with js so please tell me some approach for this. I hope you got my point.
