How to snap a rectangle to a circle?

How can I snap the slanting rectangle to those red circles?

The first image shows how the problem is and the second image shows how it is supposed to be. Any ideas on how to do this? I have also attached the file if anybody wants to have a look at it.Screenshot 2021-06-12 171527.png

Instead of just double clicking the rotate tool for rotating back, alt-click the center of the circle. I didn't think of that when recording
