How to transform a picture with the free transform tool?

How to freely transform images? Not objects, but a picture.
The picture starts to be edited, but the changes are not applied. So how to do it?

You can't directly, but you can apply an envelope to an embedded image and then transform that:

1. Create a rectangle the same size as your embedded image

2. Select both and use Object > Envelope Distort > Make with Top Object

3. Select the Free Transform tool and transform the envelope/image.
