Is there a way to permanently turn off the contextural bar? I de-checked the option in the window menu but every time I restart the application it defaults to showing it.

It's been identified as a bug and has been fixed today. The update to 28.4.1 should be available in the Creative Cloud app for you.

Clicking on the 3 dots doesn't work for you? Current Illustrator version?

If you turn it off in the Window menu then that should stay.

Can you perhaps try again by deactivating it in the contextual panel's own menu? By clicking on the 3 dots on the right.

Hi Monika, I'm looking for a solution to the same problem which I find hugely irritating and quite useless. The solutions you've offered don't work, not on my machine anyway. I'm going to see if I can anchor it somehwere out of the way so I can ignore it, until permanent deletion option becomes available.
