How to work with filled paths?

Hi all,

I've got several asset packages from various marketplaces. I've noticed that many of the .ai shapes and objects aren't paths but instead are filled paths. For instance, let's say one is a ribbon. I'm unable to fill the ribbon because the object is the stroke itself, not the ribbon. Why do folks do this, and how on earth am I supposed to work with it? I've researched off and on for months, and played with various files over and over, but I'm out of ideas. Short of locking the layer and using it as a pattern to redraw the object myself, I can't figure out to use all these shapes.

It feels like this is a basic question I should know the answer to, but here we are. I'm a Photoshopper who is still shakey with Illustrator, so I'd appreciate someone clueing me in.

Thanks for any insight you can give!

You can use the Live Paint tool to fill these.

People do it, because the Stock companies make it a requirement.

JoAnne, yes I believe it is a bad habit to outline strokes if you want people to edit the artwork.

It is probably done because the creator is afraid that users cannot find the "Scale Strokes & Effects" option.

You can use Object >Path>Outline Stroke to turn the path into a filled area.

Thanks for your reply Larry. Unfortunately, I believe that's the opposite of what I'm looking for. It's not that I'm trying to turn paths into filled areas; it's that I've got a bunch of assets in which the creators already did that prior to releasing/selling them. Now I can't figure out how to use these objects because the filled area is the inverse of what I need.  (I added examples below)

What I'm looking for is some info on why creators do this (it seems to be a regular habit?) and direction as to how I (an end-user) is supposed to use an object with a filled path. In the sample, I can't fill the ribbon because the outline itself is the object and the only fillable area.

Release the compound path, Alt+Shift+Ctrl+8 (not sure of Mac equiv).
