How to wrap images into a circle?

I want to wrap these flags into a circle using illustrator, but I'm not having any luck so far.

Unless this is what you want, in which case crop the image to just flags, drag to Brushes panel, and make Art Brush. Apply to the stroke of a circle.

Hi Gabriela,

First thing I thought of was converting the flag graphic into a Symbol and then using the 3D effect to wrap the artwork around a sphere:
