You have licensed it via Adobe Fonts?
Are you logged into the same Creative Cloud account?
Any font management in-between you and Adobe Fonts?
Internet working stable?
Firewall not too aggressive?
As for the alternative? Depends on your need.
If you want an equal amount of functionality: CorelDRAW (not all the same functions, of course, but an equal amount)
If you want no cost and still a lot of functionality and don't care about CMYK: Inkscape
If you just want low cost and don't care about a lot of functionality: Affinity Designer
If you want an interesting new approach to vector graphics, don't care about Windows: VectorStyler (it's still in beta)
There are more of them, of course. Some with even less functionality, some with severe lacks in color management.
When you switch to any of them, you have to invest time to learn a new application. You also cannot use your exstining artworks to their full extent (full editability will be gone). You will have to edit all typesetting, because all the apps have different type engines. You will still need the full Acrobat in case you're doing prepress stuff, because you need to check your PDFs.
