I can no longer right click on a library item and select "Place Copy"

I can no longer right click on a library item and select "Place Copy".  We have a shared library that all of us have access to.  Our administrator says I still have permission to access and utilize the library.  When I right click on the item, I can click on "Place Copy" but nothing happens.  I need to be able to edit library items without overwriting the originals as I have for years.  Why did this stop working for me?  It was happening on 27.3.1 all last week and is still happening on 27.4 this week.

I'm dead in the water unless I can get this fixed.
