I made many improvements on the File > New Illustrator preset print documents.
Under Print, I made new presets that are RGB; not CMYK, and have Bleeds showing.
I added paragraph and character styles. I cleaned out the Brushes, Symbols, and Graphic Styles panels.
I made all the Swatches global.
But...
I made layers and guides but they don't survive the trip into a new document when clicking Create or File > New Document....
Why not?
They are simply not included when Illustrator creates a new file from a preset.
The only way to include them is to create and use a template (.ait) file.
I would guess it's to do with Illustrator's object hierarchy. If objects can't exist in a new document, perhaps layers can't either, as they're just a container for objects.

Hi Doug,
Thanks for your input. Do you have any understanding of why Illustrator defaults to spacing artboards 1p8 apart? Is there any way to overcome that?

Not as far as I know. Only by using Rearrange all Artboards after the fact and setting the spacing there.
